Dropshipping under a UAE free zone license is legal but requires specific activity classification and disclosure to the Dubai Development Authority (DDA). MEYDAN permits dropshipping under its Trading & E-commerce category, but the standard "General Trading" activity is not always the right choice.
Correct Activity Classification
For a pure dropshipping model (no UAE-held inventory, orders fulfilled directly by supplier to end customer):
- Correct: "Online Store Operations" (Activity Code: 5219) or "E-Commerce" (5219E)
- Also acceptable: "Trading in Consumer Goods via Electronic Media"
- Wrong: "General Trading" (implies inventory holding; triggers additional compliance for goods you never actually possess)
Warehouse-of-Record Disclosure (2024+ Requirement)
Since Q3 2024, MEYDAN (and all DDA free zones) require dropshipping operators to disclose their warehouse-of-record — the physical location where goods are stored before shipment to end customer. For a typical dropshipper using Chinese suppliers, this is the supplier's warehouse address.
Practical steps:
- Get a signed statement from your primary supplier confirming they warehouse and ship on your behalf.
- Submit to MEYDAN compliance during license issuance or annual renewal.
- Update within 30 days if you switch suppliers.
Failure to disclose is grounds for license suspension (rare but happens on random compliance audits).
UAE VAT for Dropshippers
UAE VAT (5%) applies to:
- Sales to UAE customers (mandatory registration if annual UAE-source revenue > AED 375,000)
- Sales to GCC customers (VAT applies at destination-country rate under GCC VAT framework)
Sales to non-UAE, non-GCC customers (US, EU, etc.) are zero-rated — no VAT charged. This is the standard dropshipping tax structure for a MEYDAN license selling to Amazon US, Shopify EU, etc.
Corporate Tax (2023+)
All UAE entities pay 9% corporate tax on profit above AED 375,000 (~$102,000). If you qualify as a "Qualifying Free Zone Person" (FTA definition) and only earn Qualifying Income, you may be zero-rated. For most dropshippers, this depends on where your customers are located and whether the dropshipping activity is considered "excluded activity" under FTA guidance (dropshipping to UAE mainland is excluded; dropshipping to non-UAE is generally qualifying).
